The City of Farmington, New Mexico has determined that the following unique service requires specialized knowledge, skills, integration with existing intergovernmental agreement that only one vendor can provide.

A description of the required performance characteristics that substantiates the sole source determination is as follows:

  • The Joint Intervention Program Provider is required to be unified with detox services.
  • The Joint Intervention Program Provider shall transition detox clients to the Joint Intervention Program through counseling and programmatic opportunities that are enhanced through operation of both the JIP and detox services.
  • PMS was the Joint Intervention Program Provider for the pilot program and has developed the necessary protocols and procedures for this unique substance abuse counseling program that utilizes law enforcement, the courts and medical providers.
  • PMS is part of an Intergovernmental Agreement issued by San Juan Regional Medical Center for Joint Intervention Program and Sobering Program.  Extending this grant agreement to PMS will complete this program.

(1)        Presbyterian Medical Services (PMS) Totah Behavioral Health, PO Box 2267, Santa Fe, NM

(2)        Estimated annual expenditure: $300,000; Estimated contract term: two (2) years

(3)        The procured services shall consist of the following;

a.         Implement a continuum of housing and support services designed to reduce the utilization of public services

b.         Identify, engage, house and provide: intense case management, out-patient substance abuse treatment, psychiatric, dental, primary medical care and a comprehensive discharge program,

c.         Provide evidence based treatment interventions such as Motivational Interviewing, Community Reinforcement Approach, Community Reinforcement Approach Family Training, and Seeking Safety.
